Efforts to improve the ethics system for civil servants are continuing

A working group meeting was held at the Anti-Corruption Agency to discuss issues related to preventing conduct by civil servants that contradicts ethical standards, enhancing professional ethics and accountability, and improving institutional mechanisms in this area within the framework of the implementation of the 2026 Action Plan on Corruption Prevention.

The meeting was attended by responsible officials from the Agency for Management Effectiveness, the Ministries of Internal Affairs, Defense, and Poverty Reduction and Employment, as well as representatives of the Law Enforcement Academy, “Uzinfocom,” Tashkent State University of Law, the Institute for Retraining and Advanced Training of Legal Personnel, and the Institute of Criminological Research.

During the event, participants thoroughly discussed the draft Code of Ethics for Civil Servants being developed by the Ministry of Justice. Opinions were exchanged regarding its substance, practical application, and alignment with international experience.

In addition, the Law Enforcement Academy presented information on the development process of the “Ethics Course” for civil servants based on the electronic platform “Anti-Corruption Virtual Academy.” It was emphasized that the course would introduce interactive educational mechanisms aimed at improving the legal awareness and ethical culture of civil servants.

The meeting also featured a presentation of the “Ethics Module” being introduced within the framework of the “Digital Compliance” software and information system. It was noted that this module would expand opportunities for ensuring transparency in the activities of civil servants, as well as for the early detection and prevention of potential violations.

Following the discussions, practical and targeted proposals were put forward, and specific measures were identified to further improve the effectiveness of the system for ensuring compliance with ethical standards in the civil service.
