‘Improving Governance in Uzbekistan’ Action Launched in Tashkent

The Anti-Corruption Agency officially launched April 19 the Improving Governance in Uzbekistan Initiative, developed by the Agency together with the European Union Delegation to the Republic of Uzbekistan, an EU Consortium under the leadership of GIZ, UNDP Uzbekistan.

National partners from various ministries and departments, international organizations, diplomatic missions in Tashkent, NGOs and representatives of the media attended the event.

Funded by the European Union, the Action will be carried out by two projects in close cooperation: ‘Inclusive Corruption Prevention’ will be implemented by an EU consortium under the leadership of GIZ in partnership with Regional Dialogue and the Central Finance and Contracting Agency of Latvia with a budget of €4.55 million, co-funded by the German government. ‘Strengthening the National Anti-Corruption Ecosystem in Uzbekistan’ will be implemented by UNDP with a budget of €2.5 million. In a period from 2024 to 2026, the projects cover all 14 regions of Uzbekistan.

The main activities of the projects include legal and institutional reforms, strengthening the fight against corruption by law enforcement agencies and increasing social responsibility through the involvement of civil society. These efforts are expected to yield significant results, including strengthening national anti-corruption mechanisms, increasing integrity, including at the regional and local levels, and increasing citizen engagement and awareness.

In particular, a Regional Research Center on Corruption Issues and an office for the Corruption-Free Area Project will be launched. The concepts of ‘Transparent Cities’ and ‘Honest Districts’ will be developed and implemented. To monitor and evaluate the impact of policies on gender equality and the fight against corruption, grant programs will be developed for NGOs, including for women’s organizations. Support will be provided to develop the capacity of journalists, women bloggers and social activists, in particular by promoting the development of investigative journalism.

At the event, Charlotte Adriaen, Ambassador of the European Union to the Republic of Uzbekistan, expressed her optimism about the project, saying: “This initiative signifies EU’s continued support to the ambitious reform program in Uzbekistan. Supporting the efforts in fighting corruption will be essential for ensuring sustainable and equitable development.”

In their turn, Mr. Anas Qarman, the Resident Representative a.i. of UNDP Uzbekistan, and Mr. Joachim Fritz, GIZ country director, affirmed that UNDP and GIZ stand ready to further support the Government of Uzbekistan in its important journey to advance inclusive and people-centered governance transformations.

According to the unanimous opinion of experts, the goals and objectives provided for in the project serve the effective implementation of international standards, including the UN Convention against Corruption and Monitoring the Implementation of the Istanbul Action Plan of the Anti-Corruption Network for Eastern Europe and Central Asia of the Organization for Economic Co-operation and Development, as well as the economic development of the country.

During the dialogue, the participants discussed a two-year action plan for the implementation of the Action, as well as proposals put forward by representatives of interested agencies and organizations.
