Studies conducted in the regions

A working group led by the director of the Anti-Corruption Agency conducted studies in Andijan, Navoi, and Bukhara regions in order to acquaint with the ongoing work to combat corruption and assist in identifying measures in the following areas:

  • implementation of the Sphere without Corruption Project in the higher education and healthcare systems;

  • work on targeting funds allocated within investment projects and ensuring their openness;

  • processes of digitalization and ensuring openness in the branches of Hududgazta’minot JSC.

Identifying factors which encourage corruption and their elimination

Based on the results of studies to identify the factors which encourage corruption in various areas and analysis made, 10 analytical reports were submitted to the Administration of the President and other organizations.

On the implementation of an internal anti-corruption control system

A study was carried out in the Competition Promotion and Consumer Protection Committee and the Youth Affairs Agency. Based on the results, a statutory notice was submitted to the Competition Promotion and Consumer Protection Committee to eliminate the identified shortcomings.

Together with the administration of Surkhandarya Region, a Program of measures to increase the effectiveness of the fight against corruption in the region was approved.

Studies in public procurement and other areas

  • 17 statutory notices were submitted to ministries and departments;

  • 4 enquiries were submitted to The State Financial Control Inspectorate;

  • 13 enquiries were submitted to law enforcement agencies.

Working with appeals

Over the past period, the Agency received 252 appeals, of which:

  • 216 considered;

  • 36 in the process of consideration;

  • 6 solved positively;

  • 25 legal advice and clarifications provided;

  • 28 considered and completed;

  • 1 anonymous appeal;

  • 156 sent to competent ministries and departments.

Legal advice and clarifications were provided on 192 appeals received through the Call Center, of which 21 requests accepted for prompt study.

Public relations and the National Council

Meetings of the Regional Anti-Corruption Councils of Andijan, Navoi, and Bukhara regions were held to discuss the results of studies of the state of work to prevent corruption carried out in the regions, and to discuss the effectiveness of the activities of regional councils in 2023.

As part of the YouthLed project, a workshop was held on the topic ‘Development of legal awareness and legal culture of students and issues of creating an environment of intolerant attitude towards corruption.’

The Agency hosted the founding meeting of the Expert Group, consisting of scholars and representatives of scientific and academic circles.

Deputy Director of the Agency Umida Tukhtasheva took part in a round table on the topic ‘Strengthening the digital skills of civil society and the media in order to ensure openness, transparency and accountability’, organized by the Modern Journalism Development Center, where she delivered a report.

Meeting of the Agency’s leadership with the Japanese delegation headed by Tadahiko Ito, Chair of the Standing Committee on Judicial Affairs, House of Representatives, member of the Japan-Uzbekistan Inter-Parliamentary Group.

Meeting of the Agency’s leadership with Petra Gorjup, Head of Regional Dialogue Branch Office in Uzbekistan, and Rachelle Cohen, editor of the Boston Globe, to discuss cooperation prospects.

Meeting of the Agency’s leadership with representatives of G42 Company (Presight.AI), UAE, on the establishment of mutual cooperation on the widespread introduction of digital technologies into the Agency’s activities.

Meeting of representatives of the Agency and the Asian Development Bank to discuss the work carried out within the framework of the Economic Management Improvement Program.

September 28

Umida Tukhtasheva, Deputy Director of the Agency, held meeting with Tuija Brax, Director of the Rule of Law Center, University of Helsinki, to establish cooperative ties between the responsible departments of the two countries.

Umida Tukhtasheva, Deputy Director of the Agency, held meeting with Anas Fayyad Qarman, UNDP Resident Representative a.i. in Uzbekistan, to discuss further development of cooperation relations.

Trainings and workshops organized in cooperation with international partners

September 11-12

The Agency, in collaboration with the INGO Regional Dialogue, organized trainings for heads of press offices, journalists and bloggers with the involvement of Rachelle Cohen, editor of the Boston Globe.

September 11-14 and September 25-27

A representative of the Anti-Corruption Agency took part in online courses on anti-corruption issues organized by the Malaysia Anti-Corruption Academy.

Studying foreign experience

September 5-6

A delegation of Uzbekistan led by the Deputy Director of the Agency participated in an event in Austria organized by UNODC.

September 11-16

A delegation led by the Deputy Director of the Agency visited the Republic of Korea to study the country’s experience in the fight against corruption.
