Article 13 of the Law of the Republic of Uzbekistan ‘On the State Civil Service’ of August 9, 2022 states that a civil servant is not entitled to create business entities, be their founder (participant), perform organizational, managerial, administrative and economic functions in the subject of entrepreneurial activity.
Also, article 13 states that civil servants are not entitled to engage in other paid activities, except for pedagogical, scientific and creative activities.
However, there are still cases of violations of the law in this regard.
The Anti-Corruption Agency studied the state of anti-corruption work in government bodies and economic entities, which revealed that 6 civil servants holding senior positions are the founders of economic entities (3 heads of the district administrations, 1 head of the agency, 1 head of a unitary enterprise and 1 head of a committee).
In particular:
A. Sadikov, Director of the National Anti-Doping Agency - Total Oil LLC;
D. Sarikhodjaev, head of General Headquarters of Informatization SUE - Musammo LLC;
S. Nosirova, hokim of Buston District of Andijan Region - Sabina Issyk Nonlari 777LLC and Komir Sanoati LLC;
U. Fayziev, hokim of Kiziltepa District of Navoi Region - Zarafshan Golden Group LLC, Zarafshon Grand Invest LLC, and Gani Bobo Chorvasi Farm;
A. Sayfutdinov, hokim of Yakkasaray District of Tashkent city - Sanico Group LLC and Uv-Maks LLC;
B. Sharipov, Head of the Silk and Wool Industry Development Committee - Karomat Oyijon-Surkhon Farm.
Based on the identified cases, the Anti-Corruption Agency submitted relevant statutory notices to the abovementioned organizations, as well as to their higher authorities.
