Issues of expanding cooperation in the field of ensuring openness were discussed
A meeting was held between representatives of the Anti-Corruption Agency, the Organization for Security and Co-operation in Europe (OSCE), and Natalia Carfi, Executive Director of the Open Data Charter.
During the meeting, representatives of the Agency provided detailed information on the systemic reforms being implemented in the country to ensure openness and transparency in the activities of state bodies. In particular, information was presented on the regular publication of 43 types of socially significant data in accordance with Presidential Decree No. PF-6247, as well as on the implementation of the Openness Index.

Natalia Carfi highly praised Uzbekistan’s reforms aimed at enhancing openness and transparency, noting that this approach represents an effective and advanced practice recognized at the international level.

It was emphasized that the practice of assessing the Openness Index has been introduced in only a limited number of countries worldwide, and currently only Chile and Uzbekistan are effectively using this mechanism. As a representative of the international Open Data Charter (ODC), she also expressed readiness for further cooperation.
During the meeting, the parties discussed issues related to improving the methodology for assessing the Openness Index, as well as expanding the involvement of representatives of independent media and NGOs in this process.

The parties also agreed to continue cooperation in improving the assessment methodology of the Openness Index, studying the possibility of incorporating proposals and recommendations from independent media and NGOs, and further enhancing the topics “Access to Open Data” and “State Policy on Openness” on the “E-learning” educational platform.
For reference: in the Open Data Inventory ranking, Uzbekistan has risen by 138 positions, ranking 11th globally and maintaining first place in Central Asia.
