The procedure for professional development, internships, and certification of employees of anti-corruption internal control units has been approved
The Regulation on the procedure for professional development, internships, and certification of employees of anti-corruption internal control units of state bodies and organizations has been approved.
This document is aimed at enhancing the professional capacity of employees of anti-corruption internal control units operating within state bodies, as well as business entities in which the state share in the charter capital amounts to 50 percent or more, ensuring the systematic organization of their activities and compliance with qualification requirements.
According to the Regulation, employees of internal control units will undergo certification by the Anti-Corruption Agency once every three years.
Certification will be conducted in two stages — a test examination and an interview.
The test examination consists of 25 questions, while during the interview the following competencies of employees will be assessed:
– knowledge in the field of anti-corruption activities;
– corruption risk management;
– prevention and elimination of conflicts of interest;
– handling appeals and complaints;
– preparedness in accordance with international standards.
Applicants may score a maximum of 100 points, and at least 56 points are required to successfully pass the certification.
To ensure transparency of the certification process, tests and interviews will be monitored in real time, recorded on video, and results will be announced immediately.
Employees who successfully pass the certification will be issued certificates valid for three years.
According to the Regulation, employees of internal control units will annually participate in professional development courses in the fields of anti-corruption and compliance control.
The professional development process will be carried out through the electronic platform of the Anti-Corruption Virtual Academy.
State bodies and organizations are responsible for ensuring the regular participation of their employees in these courses. In addition, special training courses will be organized based on schedules approved by the Agency.
Employees appointed to internal control units for the first time will be required to complete mandatory internships.
In particular:
– employees of the central аппараt will undertake internships at the Anti-Corruption Agency;
– employees of territorial and structural divisions will undertake internships in the internal control units of the central offices of the relevant state bodies.
The internship period is established as two weeks, and exemption from the internship is not permitted.
During the internship, employees will receive practical skills in:
– identifying and assessing corruption risks;
– managing conflicts of interest;
– requirements of the international standard ISO 37001:2025;
– improving the anti-corruption internal control system;
– mechanisms for preventing and eliminating violations.
At the end of the internship, trainees will submit a report, and their professional knowledge and practical skills will be evaluated through an interview.
