Violations of the Law Revealed in Public Procurement by the Asaka District Medical Association

The recent monitoring conducted by the Anti-Corruption Agency revealed that during public procurement in the amount of 620.6 million soums for the provision of outsourcing services to the order of the Asaka District Medical Association on February 27, 2023, the requirements of a number of articles of the Law ‘On Public Procurement’ were violated.

Also, when studying the information about the IP addresses of computers used by the Procurement Commission for this public procurement, the chair of the commission, members (who have the right to vote) and the secretary of the commission evaluated the proposals and compiled a protocol in an average of 10 minutes through a computer with an IP address belonging to one person, and the winner’s documents were uploaded to a special electronic platform through the IP address of a computer belonging to the Asaka District Medical Association.

Based on the identified violations, the Agency submitted a statutory notice to the customer to annul the Procurement Commission protocol, and the collected materials were sent to the Prosecutor General’s Office. Also, an enquiry was sent to the Ministry of Health for an internal audit.

According to letter No. 01/131 submitted on March 2, 2023, to the Anti-Corruption Agency by the Asaka District Medical Association, all violations were eliminated and the Procurement Commission protocol was annulled.
